中油軟了 油價兩周動一次

雖然國際油價續漲，但因國內對油價屢創新高反彈極大，相關人士昨晚透露，中油今天可能宣布，本周不調整油價。
經濟部昨天晚間找中油檢討浮動油價機制，會中達成共識，油價將由目前每周浮動一次，改為每兩周浮動一次；並修改計價公式，現行以每周一收盤價計算漲幅，改為按日均價計算。新共識最快今天宣布上路。
經濟部除了將把浮動油價機制計算方式變更方案呈報行政院核定外，經濟部昨晚也研擬啟動「政府干預浮動油價」的但書條款，以中油的上半年獲利已遠超過浮動油價機制設定的投資報酬為由，今天可能宣布本周不漲油價。
陳水扁總統日前表示，希望行政院檢討浮動油價機制，不要讓油價「漲到人心浮動」。雖然經濟部希望繼續實施浮動油價，但若按浮動機制，國內油價今天可能宣布連續七周漲價，且九五無鉛汽油可能突破卅元，再創歷史新高，經濟部及中油已承受極大壓力。
經濟部長陳瑞隆表示，油價仍維持浮動，不過，會考慮「漲少一點」。在油價上漲趨勢下，改按均價計算，漲幅會稍緩和。
民進黨立院黨團總召柯建銘建議檢討漲幅的折數，計價公式可能擴大調整。陳瑞隆表示，現行油價公式是按國際油價變動幅度打八折計；若行政院有意調降中油法定盈餘，可以考慮漲幅改按七折或六折計算。
相關人士指出，中油當初宣布實施浮動油價時，曾經設有政府干預浮動油價的三大但書：第一是當國際油價短期發生不正常的巨幅變化，影響國內油價走勢。第二是當中油的獲利超過中油業主權益（三千三百廿六億元）的百分之六，或是總資產報酬率（五千九百億元）的百分之三。三是中油必須維持亞洲鄰近國家最低價的水準。
根據相關單位評估，以中油目前的獲利情況，似乎可以引用第二項中油獲利超過設定標準的但書，政府得介入。
